bro i sent a 700$ invoice for an Indian Client he didn't use the invoice and sent me this instead he said ₹10 = 1$ is that right or did i just got scammed??

Got on meeting with a client , he liked my work He ask me to send him a proposal , after that he send me a counter proposal & We agreed on everything . Next day i asked him to send the raw files so he said "yes i'm shooting the videos will send you soon" & then he ghosted me.
