If you looked for even a second youd see that in reality it's cutting $2.5b of funding set aside for grants to states and local municipalities for water infrastructure improvements that a) are just one of many financing mechanisms that overlap w other funding channels and b) should be handled by states and local munis in the first place and are not something the federal government should be allocating funds to in the first place
If the EPA is involved in this it creates an entire additional layer of review and approval and decreases the efficiency of financing (this is literally mentioned in the budget btw) which is the burden of the munis in the first place and why theyre allowed to issue tax exempt bonds to begin with
