I use the "old" Blender hair system. I sculpt all the base guides, add noise, rounghess and thats it. To get that fluffy look, I duplicate the base fur layer, increase the length and noise, and reduce the curves to 5-10%. Now you have flyaways. These big clumps of hair are just another layer. Then I add a light behind the model so it shines through the fur, and thats it. The shader is the standard Principled Hair. If you go to my profile, you can download my Loona model. It uses exactly the same technique.
