A merchant in Surat would give a note to a traveler, who could redeem it for cash in Persia. This Reliance deal likely uses a modern, legalized version of the Hundi called the Vostro Account system. Instead of US Dollars, India pays in Indian Rupees into a special account in an Indian bank. Iran then uses those Rupees to buy Indian rice, medicines, & engineering goods.
