According to Warren Municipal Court records, 33-year-old Janiece Willoughby was arrested Tuesday, June 2, on two misdemeanor counts of animal cruelty, shortly after a warrant was issued for her arrest. She has since been released on a $1,000 bond. Her arraignment is scheduled for Wednesday morning. According to a call log, the person who found the dog initially believed the animal was dead. The dog is currently recovering at the Healthy Hearts and Paws Project.
