Since then:
1. Tuition is through the roof b/c universities simply match the govt limit.
2. Students are saddled w/ debt that cannot be discharged in BK court. You are now a slave to the govt.
3. Fraud goes through the roof.

TSA agents across the country are relying on food pantries and community donations just to get by.
