His point was the difference between: The statement itself being kufr. and Making takfir on a specific person before the hujjah has been established. In the same context, Ibn Taymiyyah says that affirming Allah’s knowledge after the hujjah is established is from the foundations of iman, and denying Allah’s knowledge of everything is like denying His power. So he is clearly not saying: “Not believing Allah knows everything is acceptable.” He is saying: “A person can be ignorant or mistaken before clarification, and the ruling on the specific individual is not the same as the ruling on the statement.” That principle is not something Ibn Taymiyyah invented either. Ibn Abd al-Barr said: “Whoever is ignorant of one of the attributes of Allah, while believing in the rest of His attributes and knowing them, is not a disbeliever due to his ignorance of some of Allah’s attributes. They said: the disbeliever is only the one who stubbornly opposes the truth, not the one who is ignorant of it. This is the saying of the earlier scholars and those later scholars who followed their path.” [ Ibn Abd al-Barr, al-Tamhid, 18/42 ] He also used the example of the Companions asking about qadar. They asked because they did not yet know the answer, but no Muslim says they became kuffar just because they were ignorant before being taught.
