My personal ranking is probably 1. Obama, 2. HW Bush, 3. Clinton, 4. Biden, 5. Reagan, 6. W. Bush, 7. Trump But the top 3 are all pretty defensible as #1 depending on priorities. And in general it's hard. Like, PEPFAR was extraordinary, but on ~everything else W Bush was horrid.
