@HelenOByers @AlphaCRW @belfastcc @deptinfra It's a puddle that was three inches deep, in a temporary pedestrian walkway on the road, with no ability to walk around it, servicing people coming in both directions, which if you were partially sighted you'd walk through, or if a wheelchair user, would get soaked.
