Over his career, he has been accused of grooming and exploiting high school and university students, as well as staff, for decades, according to court documents. Entering politics, Holmberg was elected to the North Dakota State Senate in 1976, representing District 17 as a Republican. He served continuously until his resignation on June 1, 2022, making him one of the longest-serving state legislators in the U.S. at 45 years. During his tenure, he held roles such as Immediate Past Chairman of the Western Interstate Commission for Higher Education (WICHE) and was a member of the Grand Forks Chamber of Commerce. He has used aliases including Sean Evan and Sean Evans. Holmberg's career ended amid legal troubles. In August 2024, he pleaded guilty to traveling in foreign commerce for the purpose of engaging in illicit sexual conduct.
