Correction: The H1 visa pre-1990 INA bill were not 'dual intent'. The H-1B and L-1 visas were made into dual intent visas in 1990, not later - I mistakenly claimed they were changed in 2003 to this class. The F-1 visa is still not a dual intent visa, nor is the J-1 (exchange visa). Interestingly the 0-1 (extraordinary talent) isn't either explicitly, congress never made it one. But our govt treats it as a dual intent visa anyway. Dual intent means one can apply for permanent immigrant status - Green Card - while on the temporary visa. The intent of my post remains. Why are these visas called 'temporary' when they are endlessly extended while a Green Card application is in process? They function as pathways to permanent immigration. Be Clear: Just because temporary visa is granted and the immigrant can 'intent' to immigrate permanently, they have no reason to expect to be able to immigrate. Yet to hear them talk, the idea that all of them cannot do so is incredibly unfair. The idea of how any of this effects American workers never enters into the picture. It makes no difference to an American citizen who's been replaced by a foreign worker what visa their replacement has been issued. H-1B, L-1, J-1, O-1, Green Card - it's all the same to the American worker.

We need to cancel the H1B and other work visa scams if we want to avoid becoming another 3rd world country. We need a 95% reduction in international student visas. There is zero high skilled labor shortage in the USA.

It is already absurd that someone comes to the US 20 years after an Indian came to the US, and gets a greencard faster than that Indian

H1B holders get mortgages with little or no US credit. They were even receiving lower interest, government-backed FHA loans until May 2025. This is why homes are unaffordable for real citizens. Every single system...benefit foreigners at the expense of Americans. Temporary visa holders should be BANNED from buying homes.
