За найбільш скромними оцінками, держава-агресор втратила від початку року щонайменше 7 мільярдів доларів тільки безпосередньо від наших влучних санкцій проти російської нафтової індустрії та переробки: від влучань, простою, затримок із відвантаженнями. Based on the results from April, our long-range sanctions have reached a new level across three components: reducing Russia’s oil revenues, as well as the range and intensity of sanctions. It is important that not only is the target itself reached, as defined by the operational objective, but that the downtime of the target is increased or, at the very least, its operations are significantly reduced. According to the most conservative estimates, since the beginning of the year, the aggressor state has lost at least $7 billion solely as a direct result of our precise sanctions against Russia’s oil industry and refining sector – due to direct hits, downtime, and delays in shipments. I am grateful to all our warriors of the Defense Forces of Ukraine who, together with the Security Service of Ukraine and our intelligence agencies, are delivering these results. We will scale up our long-range systems capabilities. Decisions are being prepared. Glory to Ukraine!

Розпочинаємо реформу армії. Протягом квітня були погоджені ключові напрямки реформи: військове командування та уряд визначили формулу змін. Зараз, у травні, відбудеться погодження всіх ключових деталей. У червні реформа стартує, і вже в червні повинні бути перші результати, зокрема у сфері фінансового забезпечення солдатів, сержантів та командирів Сил оборони України. Перше: поставив завдання відчутно збільшити грошове забезпечення з урахуванням принципу справедливості, а саме – бойові завдання на першій лінії, реальний бойовий та управлінський досвід, ефективність військовослужбовця повинні гарантувати збільшення виплат. Мінімальний рівень має бути не менше ніж 30 тисяч гривень для тилових посад. Для бойових позицій – більше в рази. Для українських командирів, бойових сержантів та офіцерів – достойний та відчутно підвищений рівень виплат. Друге: особлива увага – піхотинцям. Український піхотинець, який тримає на собі лінію фронту, має відчувати, що наша держава реально його поважає. Доручив забезпечити впровадження спеціальних контрактів саме для наших піхотинців із виплатами в рамках 250–400 тисяч гривень у залежності від виконання бойових завдань. Третє: будуть змінені підходи до комплектації наших підрозділів особовим складом та управління людьми. Доручив посилити контрактну систему в Силах оборони таким чином, щоб завдяки розширенню контрактної складової забезпечити визначені терміни служби й можливість – починаючи вже з цього року – поетапного звільнення зі служби тих, хто був мобілізований раніше, на основі чітких часових критеріїв. Доручив військовому командуванню та міністру оборони України обговорити реалізацію реформи з нашими бойовими командирами та врахувати їхні пропозиції в роботі над деталями реформи. На наступний тиждень очікую доповідь по конкретних кроках у реалізації реформи, зокрема щодо графіка підвищених виплат, починаючи з червня, та системи оновлених контрактів. Слава Україні!

We are launching an army reform. Throughout April, the key areas of the reform were agreed – the military command and the Government defined the framework for change. Now, in May, all key details will be finalized. In June, the reform will begin – and the first results must already be delivered in June, particularly in the area of financial support for soldiers, sergeants, and commanders of the Defense Forces of Ukraine. First: I have set the task of significantly increasing pay based on the principle of fairness. Specifically, combat missions on the frontline, real combat and leadership experience, and the effectiveness of a servicemember must guarantee increased pay. The minimum level must be at least 30,000 hryvnias for non-combat positions. For combat positions, it should be several times higher. For Ukrainian commanders, combat sergeants, and officers, pay must be dignified and significantly higher. Second: special attention to infantry. A Ukrainian infantryman who holds the frontline must feel that our state truly respects him. I have instructed that special contracts be introduced specifically for our infantry, with payments in the range of 250,000 to 400,000 hryvnias depending on the execution of combat missions. Third: approaches to staffing our units and managing personnel will be changed. I have instructed that the contract system in the Defense Forces be strengthened so that, by expanding the contract component, defined service duration terms are ensured and – starting already this year – a phased discharge from service becomes possible for those who were mobilized earlier, based on clear time-based criteria. I have instructed the military command and the Minister of Defense of Ukraine to discuss the implementation of the reform with our combat commanders and to take their proposals into account in the work on the reform’s details. Next week, I expect a report on concrete steps to implement the reform – including the schedule for increased payments starting in June and the system of updated contracts. Glory to Ukraine!

We will continue to seek additional opportunities to strengthen Ukraine’s defense through cooperation with countries we have previously engaged with less. We are bringing Ukraine’s expertise in defense to the global level. Every Ukrainian company, all our manufacturers and developers, and the experience of our military in defense operations – all of this is a major Ukrainian asset.
