PKTT Arrests Former Fleet Manager in Emfuleni Municipality R16 Million “Ghost Fleet” Scandal Linked to Missing Municipal Vehicles and Execution-Style Murder of Whistleblower Accountant The Political Killings Task Team (PKTT) has made its first arrest in Emfuleni Local Municipality, detaining a former fleet manager linked to a municipal vehicle fleet valued at about R16 million. The arrest forms part of a widening investigation into corruption and violent crimes in the Vaal region. The former official was detained on Thursday, April 23, 2026, shortly after the PKTT was deployed to the area. The probe follows allegations of a “ghost fleet,” irregular tenders, missing vehicles, and procurement failures involving municipal assets. Municipal manager April Ntuli had previously opened a criminal case over mismanagement and financial irregularities. The arrest is also linked to the March 30, 2026, killing of Martha Mani Rantsofu, a 39-year-old acting accountant in Emfuleni’s revenue department. She was shot multiple times at close range at a Vanderbijlpark tyre shop in what investigators believe was an execution-style attack. CCTV footage captured the incident, and she was reportedly a whistleblower who had flagged irregularities and feared for her safety. Municipal spokesperson Thabo Mofokeng confirmed cooperation with law enforcement, while the suspect is expected to appear in court soon, where charges will be formalised. Authorities have indicated that more arrests are anticipated as investigations continue into both the fleet scandal and the murder case in Emfuleni.
