Breaking News : Leh Apex Body (LAB) + Kargil Democratic Alliance (KDA) have reached an “in-principle understanding” with the Government of India. 1. Constitutional safeguards :GoI agreed to provide safeguards for Ladakh “on the lines of Article 371 A, F, and G” the same kind Nagaland, Sikkim, and Mizoram have. It means Parliament cannot make laws on Ladakhi land, culture, customs, or religion without Ladakh’s own elected body agreeing. 2. UT- level elected body : Plan for a Union Territory-level legislative body. Bureaucrats including Chief Secretary would come under an elected “Chief Minister” of Ladakh. So, legislative + executive + financial powers would be shifted to elected representatives .
