@amitkilhor "Lowering percentile" helps reserved category to get any seat, Whereas "Lowering cut off marks" and percentage is when exam is very difficult and less people get qualified based on cut off marks. So "lowering percentile" produces substandard doctors, engineers etc.

@amitkilhor So basically, the Govt. Of India expects patients to check a doctor’s category beforehand so they can avoid them if they belong to the SC/ST background.
