Regarding the June 3 local election ballot shortage in South Korea, the country’s National Election Commission (NEC) has committed yet another violation of the Public Official Election Act.
It has been revealed that some of the ballots urgently supplied on election day lacked preprinted serial numbers, and officials reportedly wrote the numbers by hand at the polling stations before distribution.
According to Article 151, Paragraph 1 of South Korea’s Public Official Election Act, ballots and ballot boxes must be delivered to the local (eup, myeon, and dong) election commissions by the day before the election.
Article 150, Paragraph 10 of the same Act stipulates that serial numbers must be printed on all ballots.
While acknowledging that these actions conflict with the election law, the NEC has prioritized its own internal manual—which lacks any legal basis—under the pretext of responding to an unforeseen emergency.
