I agree with you about the cancer, but if it wasn't done correctly or if it was a rush job, it can cause serious harm to the family. In South America, they have professionals who have been doing this for years as well. You can learn a thing or two in South America.
When Liquid (Applying/Curing): Yes, there are real risks. These paints release toxic fumes that can be harmful if inhaled without a respirator or proper ventilation.
Once Fully Cured (Hardened): No, they are generally considered inert and safe. Once the chemical reaction is complete (usually after 48 hours to 7 days), the surface forms a stable, plastic-like layer that no longer emits harmful gases.
Also, may I add that the houses are not enclosed, the windows are always open in South America, and they are not air-conditioned. Open-air homes.

But there is no water based paint that actually holds up to water long term. Ive seen it, Ive done it, it doesnt exist. Your best bet is a water based epoxy but it will still fail.

Yes! Thank you for elaborating on the details and bringing in your experience. You live there, and your family lives there. The houses were made for that. Also, the houses in that country are not flimsy and made of toothpicks. They also dont cost $500,000 like they do here in the United States unless it's a fancy mansion in a really good neighborhood. Não são todos que lavam suas casas por aqui, alguns só o quintal, cozinha e banheiro. Outros a casa inteira, mas é uma limpeza completa que deixa tudo limpo e muito cheiroso e não causa mofo, seca rápido

The cultural environment and its location allow them to do this. I agree with you. I couldn't do this in Virginia, but in their location, because their homes are built for ventilation. Not closed windows like ours, and sometimes they are hybrid houses where they are both (Not energy efficient if they are doing this all the time, but remember, this is a cultural thing and hardwired, so they will sacrifice energy and complain about high energy prices even though there cultural practices are the cause of their problems) there clothes dry easily on clothes lines and they smell great unlike ours they smell mildewy because it takes longer to dry. It all depends on the location where you live in the world. You and I would literally have to move the furniture outside and put it in direct sunlight, and even then, it would be bad because it would discolor the couch. Thats another step, lol. We'd have to recolor the couch. On Amazon, they actually sell that.
