Pretextual traffic stops are a waste of department resources with minimal impact on safety outcomes—less than 1% of these stops result in contraband or firearm recovery, 2.2% in arrests, and 3.7% in traffic citations. Meanwhile, CPD's 911 response rate is low.

Pretextual traffic stops have always has been a waste of resources and a new vehicle for stop and frisk. Pretextual Traffic Stops is the new Stop and Frisk!  After the police murdered Laquan McDonald in 2014 there was public outcry against the aggressive use of stop and frisk.

communities.  This led to further federal oversight and reforms, diminishing the use of stop and frisk within the Consent Decree. CPD has repackaged stops and frisks in pretextual traffic stops! We got rid of Stop and Frisk, now let's end its identical twin!
