You could make the argument that they could've kept Cortana in after Halo 4 if they finally fixed her rampacy.

Nobody claimed they have the same personality or experiences, and obviously Weapon having a different upbringing compared to Cortana is going to make her different. That doesn't change the fact that she's still a clone / copy of the original Cortana. If you played Halo Infinite then you'd know this.
