How to Deal with Pre-trial Detention,

We started with stabilization, then moved into brick-and-mortar reforms, where we focused on infrastructure and ensuring that institutions had places to work from.

In 1999, the justice system had a lot of basic problems. Inmates were walked to prisons over 30 kilometers away, tied with ropes. We have since been able to strengthen the institutions so that they can provide services effectively.

We must give credit to the current URA. I know people have had issues with them, but they have done a good job with education and awareness, which encourages compliance.
