Los Angeles already has laws on the books. Section 41.18 prohibits sitting, lying, sleeping, or storing belongings on sidewalks and in designated restricted areas when it obstructs public access. The problem isn’t a lack of laws, it’s a lack of enforcement. Maybe I’m the problem, but I genuinely don’t understand how we all just accepted this as normal. A dog… sitting in a shopping cart… the same place people put their groceries. Not being carried or kept on the ground—just fully in the cart like it’s part of the shop. And everyone just walks past like it’s completely fine.
