The implications are obvious. One reason the schools cover these incidents up is that disparate impact law has made it effectively illegal for them to enforce discipline at school, as doing so would result in "disparate impact" amongst those they are suspending/expelling and lead to a civil rights lawsuit So, they can 1) let the school turn into an anarchic zoo that is dangerous for teachers and students (most do this), or 2) punish other student demographics with startling degrees of harshness for minor infractions while only punishing the worst of the worst of the "young scholar" demographic so as to make it appear as if there is no disparate impact Both options are terrible, but 1 is easier, so typically they go with it and try to sweep incidents under the rug
