That’s not correct. You might not have come across the lore bits that explain it, but leaving the Earth was not a Team Rocket plan. Sorry for potential spoilers but The Professors and other high authority people decided upon leaving the planet. Team Rocket decide to launch their own shuttle separately because the didn’t believe that the official launch would have enough fuel to get back to Earth when it was safe to do so. So Team Rocket launched their own vessel separately so that they would know they have enough fuel to get back to Earth when it was safe to do so. It’s explicitly explained in the lore finds scattered throughout the game.
