ProPublica and FRONTLINE were filming when it happened. This is not disputed. Someone threw a snowball in the direction of federal immigration agents in Minneapolis - five days after ICE agents had fatally shot activist Renee Good in that same neighborhood. One agent responded by tossing a tear gas canister into the crowd. Another pepper-sprayed protesters and a news photographer at close range. A third fired pepper balls into the crowd, hitting ProPublica reporter A.C. Thompson three times. One shot landed above his right eye. Federal use of force guidelines generally prohibit targeting heads and faces with these weapons. Then, as the vehicles pulled away, an agent leaned out a car window and pepper-sprayed the film crew. FRONTLINE director Gabrielle Schonder was hit. Director of photography Tim Grucza was sprayed directly in the face. Christy Lopez spent years investigating law enforcement misconduct for the DOJ Civil Rights Division. She watched the footage and said: "We see, just, use of excessive force after use of excess force. In no scenario is it OK to be pepper-spraying people as you're leaving the scene." Former CBP head Chris Magnus, who once supervised the operation's commander: "Professionals don't react to it." Legal cases against many of the arrested protesters have since collapsed. Video evidence and witness testimony have contradicted the government's accusations. The operation's commander was eventually removed after a second protester was shot and killed in Minneapolis. The administration said "certain improvements could and should be made." The questions raised in Los Angeles, Chicago, and Minneapolis remain unresolved. The footage exists.
