I am ,together with qualified legal team, of a clear understanding that this User Agreement clause meaning you can't open @chesscom account being under 13, with or without parent agreement. There is chesskid platform for underaged kids But many such users are known and promoted by the platform administration, participating even in stake events. Let along, being at times banned, that indicates eventual data collection of them. @SECGov @usgov are to decide if this practice is in accordance with US laws. I believe it's something to examine
