It certainly appears explicitly to be halal in the Quran. Even Islamic apologists now generally freely admit that. It being firmly prohibited seems a good, modern innovation, based on hints of secular understanding of harm to girls and to avoid maximally embarrassing Islam. So they might say now it's against Islamic law, despite being allowed in the Quran and tradition, by saying that Islam prohibits harming believers, and prepubescent consummation harms Muslim girls. But this was not the classical view.

And then they haven’t had their next one yet, they could be pregnant in the middle so until they menstruate again they don’t know if they might be pregnant. There were no pregnancy tests back then.

"Allah speaks" in Surah At-Talaq (65:4 and context) detailing the waiting period after divorce, before remarriage, explicitly including prepubescent girls. NB he wasn't looking for _immediate_ consummation, but as she grew up -- which, as has been proven, does _not_ suggest puberty. Like an astonishing percentage, seemingly 100%, of founders of false religions, Muhammad was obsessed with money, sex, and power, particularly the latter two. (Unlike later caliphs, money for Muhammad was not to build himself an enormous palace, but to buy friends and armies to expand his power.) And the appeal of the religion is in large part via attracting the same sort of people (do you want to loot and lie and rape and enslave and slay -- but in a _good_ way, for Allah!? Welcome!), or out of fear of being destroyed by those sort of people (do you want to avoid being deceived, looted, raped, enslaved, and slaughtered, forever? Then submit!).
