The tsar gave him permits but he kept getting drunk and loosing them, so he got a tattoo on his neck saying he didn't have to pay, which he would cockily tap whenever he walked into the bar or the bartender asked how he was gonna pay

Figure now's a good time for culture lesson: you can tap your neck w index or middle finger to show "drunk" (like if someone is drunk then roll your eyes at them + tap, if youre drunk + someone asks, if you plan to get drunk) Kind of like showing "crazy" w a finger spin (cont)
