"देश हित से उपर IPS हित" CAPF को *संगठित ग्रुप ए सेवा* (OGAS) की मान्यता से वंचित रख कर मोदी सरकार ने IPS-हित को राष्ट्र-हित से बड़ा माना है जिससे स्पष्ट हो गया है कि यह सरकार संविधान को नहीं मानती है क्योंकि प्रजातंत्र में संविधान सर्वोपरि होता है।

Stone pelting, Naxal ambushes, IED blasts…कभी jhel कर देखना, तब समझ आएगा “#stakeholder” और “#shockabsorber” में फर्क क्या होता है। Army attachment, commando course, survival training..सब impressive है, no doubt. पर ये modules हैं… जो #CAPFS hamesha करते हैं.. #CAPFs के लिए ये सब तो daily life है, जहाँ हर दिन “test” होता है, और fail होने का मतलब सीधे casualty होता है। #Crowdhandling की बात कर रहे हो.. जरा उन जवानों से पूछो जो बिना cover के हजारों की भीड़ के सामने खड़े रहते हैं, ना पीछे हटने का option, ना overreact करने का। और ये “force multiplier” वाला narrative…थोड़ा outdated नहीं लग रहा? जब ground पर वही “multiplier” front line बनकर खड़ा हो, तो terminology बदलनी पड़ती है। वैसे presentation देखकर एक बात साफ है बोल बहुत wisely रहे हो…इतना wisely कि ये neutral analysis कम, vested interest ज़्यादा लग रहा है… या फिर straight-up paid promotion waese jaankaari ka abhaaw hai thoda #capfs ki duties k bhi baare me jaan lete to thoda dhang ka comparison karte shayad... National Security कोई designation-based privilege नहीं है, ये ground पर खड़े हर उस इंसान की responsibility है जो बिना spotlight के system संभालता है। बाकी lists बनाते raho ground पर reality खुद जवाब देती रहती है.. or #CAPFs apna hak lekar rahenge.. Chahe IPS COMPETENT HO YA INCOMPETENT.. inhe apne cadre me apna hak chaiye jo unhe unke #GUARDIAN @indSupremeCourt ne competent maankar diya hai.. or ye Act bhi khtam hoke rahega kyuki ye galat hai.. anyaye hai..

Tum poori debate ko deliberately “Police vs CAPF” bana kar asli constitutional issue se attention हटा रहे हो. Matter simple hai @indSupremeCourt ne #CAPF cadre aur parity ke issue par clear judgement diya tha, jisme structural concerns ko acknowledge kiya gaya. Iske baad jo #reviewpetitions file hui thi, wo bhi dismiss ho chuki hain, matlab judicial scrutiny ke baad #verdict finality achieve kar चुका है. Ab agar uske baad bhi executive ya legislative route se us judgement ko dilute, bypass ya practically nullify karne ki कोशिश होती है, to sawaal उठना बिलकुल legitimate hai.. ye kisi Police force ko undermine karna nahi, balki rule of law aur judicial supremacy ko uphold karna hai. State Police ka role L&O mein backbone ka hai, aur unki sacrifices unquestionable hain..lekin ye bhi equally sach hai ki CAPFs ko “aid to civil authority” bolkar unke structural grievances ko ignore nahi kiya जा सकता, especially jab highest court ne unpe clarity de दी हो. Greyhounds, CoBRA, CRPF, State Police.. sab ne apna contribution diya hai, aur ye comparison ka subject nahi hai. Lekin jab final judicial verdict ke baad bhi usko implement karne ke bajay usko side-step karne ki कोशिश hoti hai, tab debate naturally constitutional compliance par shift hoti hai. Isliye “fake profile”, “propaganda”, ya “Police ko incompetent bol rahe ho” jaise labels lagana ek diversion hai. Real question ye hai: kya ek final SC judgement jiske against review bhi dismiss ho chuki ho..use policy ya law ke through dilute karna sahi precedent hai? Agar aaj aisa hota hai, to kal kisi bhi judicial verdict ki #sanctity compromise ho सकती है. Ye fight kisi force ke khilaaf nahi, balki institutional integrity aur Constitution ke respect ke liye hai... #CAPFAct “draconian” है या नहीं .. ये debate अलग है…पर ground पर जो हो रहा है, वो सीधा सवाल खड़ा करता है #DIG deputation आखिर हो कैसे रहा है? Rulebook कुछ और… reality कुछ और… या फिर rules अब “apply when convenient” category में आ गए हैं? एकदम simple समझिए .. Exam सबके लिए same, पर कुछ लोगों को extra chance… ये merit नहीं, setting कहलाती है। दो services… दोनों सरकारी… फिर एक के rights quietly cut करके दूसरे को क्यों दिया जा रहा है? Balance के नाम पर bias क्यों? @indSupremeCourt का judgement कोई overnight stunt नहीं था..सालों की लड़ाई, arguments और constitutional clarity के बाद आया था। फिर अचानक rules bend क्यों? और वो भी तब, जब एक पूरी generation उसी judgement पर खड़ी थी? सीधा सवाल है System चल रहा है… या manage किया जा रहा है? ये fight किसी service vs service की नहीं है...ये fight है fairness vs favouritism की। अगर कानून बराबरी की बात करता है, तो implementation भी बराबरी का दिखना चाहिए…वरना trust collapse होना तय है or wo ho chuka hai.. #ImplementSCJudgement

Amazed to see कि #CAPF Bill Act बन जाने के बाद भी एक #lobby इतनी active है… कहीं ये डर तो नहीं? कि अगर मामला @indSupremeCourt तक गया और Act nullify हो गया तो सारी narrative-building धरी की धरी रह जाएगी? Or hmara vested interest khatre me aajaega?? @SudhanshuTrived का राज्यसभा में दिया गया भाषण जिसके कई अलग-अलग contradictions आज इंटरनेट पर घूम रहे हैं और लोकसभा में बस ये कह देना कि “ये bill अच्छा है क्योंकि ये अच्छा है”… क्या यही legislative reasoning है? Irony देखिए.. एक तरफ आप कहते हैं कि ये कानून #CAPFs के हित में है, दूसरी तरफ खुद ही उसे ground पर मानने को तैयार नहीं, और तीसरी तरफ जो लोग #CAPFs के cause के लिए खड़े हैं, उन्हें mock किया जा रहा है। ये behavior किसी confidence का नहीं, बल्कि insecurity का संकेत देता है। साफ दिख रहा है debate facts पर नहीं, narrative control पर चल रही है। और जब narrative control slip होने लगता है, तब ऐसे reactions आते हैं। बाकी रही बात “चोर की दाढ़ी में तिनका” तो वो line अब metaphor कम, situation का reflection ज़्यादा लग रही है।

The Modi government introduced this bill after the Supreme Court opposed promotions in the CAPF. Leader of the Opposition @RahulGandhi ji recently met CRPF soldier Ajay Malik, who lost a leg in the fight against Naxalites. Ajay Malik led countless operations, received numerous medals and awards for his bravery, but hasn't received a promotion in 15 years. Rahul Gandhi also raised the issue that it is wrong to forcibly impose top leadership on paramilitary forces. Now the question is, why is the Modi government discriminating against the paramilitary forces? How is it justified to deny them promotions and salary increases for so long? Paramilitary soldiers fight for the country, lose their lives and limbs, yet yearn for promotions. The question is simple: Are paramilitary soldiers there only to fight, or will they also receive their rights? The nation's security depends on them, so why this discrimination against them, why the delay in delivering their rights? Shouldn't soldiers who risk their lives for the country be given respect and equality?

Supreme court koi mayne nhi rkhta apke liye. Jab soldiers k sth aisa ho skta hai to Aam Nagrik to Bhagwan hi Malik hai. OPS na Dena high court se jeetne k baad. At least 4 to 5 lakh votes yu hi chale gye apke. Hum me se bahut log ko ap par faith tha pehle. Mai khud pehle BJP support krti thi. But bharosa Tod k meri bhi ankhe khul gyi. Usi tarah sabhi ki khul rahi. Ye CAPFBill apke liye haar ka reason jarur banega that I am sure. Besharmi to dekho Bill bhi la rahe usme bhi dokha. DIG rank pe bhi IPS la rahe. CAPF me log kam the kya. Apki vajah se ap khud apni internal security weak kr rahe. Plus Hindu Muslim ladwane k baad officers vs officers Ladwa rahe. IPS vs CAPF kar k. हम आपके हैं कौन! जब आपने बुढ़ापे की लाठी OPS छीन ली ओर अब समयबद्ध पदोन्नति OGAS दर्जा के विरोध में संसद द्वारा काला कानून पास कर दिया। अब तो लगता है कि भविष्य में सिपाही कभी इंस्पेक्टर बने और ना ही असिस्टेंट कमांडेंट बटालियन कमांडेंट बन पाए इस काले बिल ने Time Bond promotion की कमर तोड़ दी।

@imlodhi CAPFs offrs have shed blood along with their troops on the field. Whereas IPS offrs have served their whole life in state looking after law and order primarily. Army Generals have fought on the field, they lead their own. Same should be for CAPFs. Parachuting should stop.

Double standard of Government. One more IPS officer has joined SSB on the post of DIG .
