This is a misunderstanding. The foreign-born share is rising because Americans aren't having many kids, so any immigration automatically increases the foreign share. The annual per capita inflow of immigrants in the early 20th century was far higher than it is today.

The reality is, not only must Birthright Citizenship be limited to American Citizens but we must also retroactively strip US Citizenship from anyone born to parents who weren’t citizens. This should go back at least 20 to 30 years. This is a matter of National Security.
