外媒指台海軍事壓力升溫帶動台灣移民與資產外移
我認為,
與其到別人的國家當客人,不如當自己命運的主人。
台灣在基礎建設,經濟科技發展,以及最重要的健保、公衛上,超過很多其他國家;我們當然不能自滿,但是要注意到世界許許多多的國家,正在面臨各種社會問題,甚至是戰亂、內政失能。
至於移民到其他已發展國家,我想對美國、歐洲,是越來越嚴峻的議題,
與其到處都是過客,不如守護好自己的國家,才是最佳解。

🇹🇼🤝🇬🇧 很高興能以召委的身分,接待英國國會「#台英國會小組」訪問團。
今年二月我才剛前往英國拜訪 #羅根勳爵(Lord Rogan),這次在台灣再次見面,也特別有一種老朋友重逢的感覺。
台英之間長期以來在國會交流上互動密切,英國長期關注台海情勢,也多次支持在台海自由航行。
這次也和訪團針對幾個面向進行交流,包括立法院與英國國會在制度設計上的差異,以及在當前國際情勢下,國防戰略與不對稱作戰預算的「資源取捨」相關討論。
過程中,英方也關心台灣在 #徵兵制 之下,社會對於提升國防預算的態度,對此我也分享,目前民調顯示,社會大眾對於強化國防與提高相關預算,普遍具有一定程度的支持。透過這樣的交流,彼此能更理解不同制度與政策思考的背景,也有助於未來深化合作的可能性。
我特別提到,台灣與一些印太國家,有海事共同演訓的經驗,英國是傳統的海洋大國,我們也期待未來能夠在這方面能夠加強合作。
在全球情勢快速變動的當下,#國會外交 的重要性只會越來越高,我們持續採取開放的態度,與英國各政黨深化交流。

這次聯邦參議院外交委員會民主黨首席議員夏亨(Jeanne Shaheen)、共和黨參議員匡希恆(John Curtis)、聯邦參議院「台灣連線」共同主席堤里斯(Thom Tillis),以及聯邦參議員羅珊(Jacky Rosen)來訪,再次展現美國國會對台灣安全、民主與區域穩定的堅定支持。
會談中,我們交流台美關係、印太安全情勢。朝野三黨也互動融洽,都展現出對國家安全議題的高度重視。面對當前局勢,我期待各界能儘速朝向 #院版軍購條例 凝聚更明確方向,讓台灣在關鍵國安議題上建立更穩固的社會支持。
我認為,面對中國持續擴張、灰色地帶襲擾不斷,以及印太局勢快速變動,台灣更需要與美國及理念相近夥伴持續深化合作,提升嚇阻能力與整體韌性,攜手因應區域安全挑戰。
我也在會談中向訪團表示,期待美方儘速結束中東地區相關軍事行動,將更多戰略焦點與資源重新配置至印太地區,進一步鞏固區域穩定,降低威權勢力誤判風險。
台灣站在印太戰略前線,守護的不只是自身安全,也是整體區域和平穩定與全球供應鏈的關鍵節點。我會持續與美方及所有理念相近夥伴密切合作,共同守護自由開放的印太秩序。

🇹🇼🇧🇬 A pleasure to welcome former Bulgarian Foreign Minister Dr. Solomon Passy
Dr. @PassySolomon served as Foreign Minister from 2001 to 2005 and was the Chairperson-in-Office of the Organization for Security and Co-operation in Europe (OSCE) in 2004. He was also one of the key figures in Bulgaria’s efforts to join NATO and the European Union.
After a brief catch-up, we quickly turned to the broader situation in the Middle East and its surrounding region. We also exchanged views on the complex and rapidly shifting bilateral relationships among Azerbaijan, Armenia, Turkey, Iran, and Israel.
On Taiwan-Bulgaria relations, Dr. Passy expressed special appreciation for the long-standing assistance provided by the head of Taiwan’s representative office in Athens in facilitating bilateral exchanges. In my view, while institutional arrangements are certainly important, what matters even more is building bilateral trade and industrial cooperation step by step.
Whether in Taiwan’s strength in semiconductors or Bulgaria’s gradually growing capabilities in the drone industry in recent years, there is ample room worth exploring for future cooperation. In particular, in the context of supporting Ukraine, parts of Bulgaria’s drone sector have already accumulated a certain degree of real-world operational experience.
Lastly, Dr. Passy also invited me to attend the HELLO, SPACE forum to be held in Sofia, the Bulgarian capital, at the end of June.
To me, this is exactly how parliamentary diplomacy builds its value over time — through one in-depth conversation after another. From regional security and industrial cooperation to space exchanges, Taiwan needs more practical links with like-minded partners.

國防特別條例終於出委員會了。
這次我擔任召委,馬上排審延宕許久的國防特別條例,在外交國防委員會進行了三天密集審查。朝野立委針對預算規模與採購項目都有深度討論,可惜關鍵條文仍未達成共識,多數條文需要保留送交朝野黨團協商。
目前我們與國民黨、民眾黨最根本的歧見,在於在野兩黨傾向將委製與商購排除在特別條例之外。但冠廷必須強調,考量國防戰力的迫切性,以及軍事武器採購整體的系統整合需求,委製與商購納入條例有其必要性。唯有整體納入,才能有效對接軍購計畫,確保國防資源發揮最大戰力。
本案接下來將進入約一個月的冷凍協商期,這段時間就是不斷溝通的關鍵期。我的立場很明確:全力推動委製與商購的納入,也希望在野兩黨能以戰力計畫的長遠推進為重,在後續協商中凝聚共識,讓關鍵的建軍計畫穩健、快速地往前推進。

這次擔任外交及國防委員會召委,第一次安排議程,就決定排審軍購特別條例,希望能盡快凝聚朝野共識,一同為台灣的國家安全來努力。
昨天國防部來冠廷辦公室,說明這次院版軍購條例的重要性。冠廷想在這邊跟大家分享,為什麼院版條例中的委製與商購項目如此關鍵,與軍購部分同樣不可或缺。
很多人把國防特別預算簡單理解為「對美軍購」,但院版有相當比例是投入國內產線建設。包括火藥、炸藥及多型彈藥的產線擴建,涵蓋戰車砲彈、機砲砲彈及發射藥等。這些產線不只補充原本偏低的戰備庫存,更是為台美未來在彈藥合作生產打下基礎。每一塊錢花在本土產線,都是在壯大台灣自己的國防產業鏈。
除了「肌肉」,現代國防同樣需要「大腦」。院版條例中包含人工智慧輔助決策系統以及戰術通信網路的建置,這些項目的金額相較於大型軍購並不算高,但重要性極為關鍵。未來的戰場,指揮官需要在極短時間內整合大量情資做出判斷,AI輔助決策能大幅提升反應速度與精準度。而戰術通信網路則是確保從指揮所到第一線部隊之間資訊暢通的基礎建設,沒有這套系統,再精良的武器也無法發揮應有的效能。這些是讓整個國防體系真正運作起來的神經中樞,晚一年建置,影響的是整體戰力的串聯與整合。
無人載具的部分同樣刻不容緩。國內廠商已經投資建廠、架設產線,國軍也已完成部隊調整,海軍陸戰隊將戰車與砲兵單位改編為無人機營與火力營,陸軍成立了北中南三個無人機大隊,官兵已經到位。但預算從去年到現在已拖延數月,廠商不可能無限期空轉,要養產線、付薪水,看不到訂單就只能轉向其他市場。等預算通過時產能可能早已外移,有錢也未必買得到。同時,已經成編的部隊將面臨「有人沒裝備」的窘境,這是實質的預算浪費與戰力空窗。
在時程上,院版規劃執行至2033年,是考量武器產能與交付時效的務實安排。國防產業需要長期穩定的投資環境,企業才敢投入無人機與高科技武器的研發量產,過短的時程壓縮或頻繁的逐年審議,都會讓廠商卻步,最終影響的是國家整體的防衛能力。
另外,國防預算中每一個項目背後都有完整的建案邏輯。一項武器採購不是只有買裝備本身,還包括彈庫、營區、戰堡車堡等配套建設。這些必須整體來看,不能拆開單獨檢視。
國防實力的提升是對全民最有利的保障,唯有確保自我防衛的能力,才能具備更強的外交能量。冠廷會在這次審議中全力說明院版條例的完整規劃,爭取最大共識,讓這筆攸關國家安全與產業升級的預算順利推進。

下週輪職召委,會先在週一安排詢答,接著兩天進入「軍事採購特別條例」的審議。這個案子目前有三個版本,接下來的重點,是在不同立場之間,找到一個真正符合國防需求、也能順利推動的方案。
目前看來,行政院版在採購彈性、執行期程和實務需求之間相對平衡,也保留調整空間,較能因應國際軍購與供應鏈變動,我們也期待能以此作為後續整合討論的基礎。在預算規模上,行政院版採取較完整的整體規劃(約1.25兆),涵蓋國防建構與產業發展;在野黨版本規模差距甚大,國民黨(約3,800億),主要對應已公布的軍售項目;民眾黨版約(4,000億)
幾個主要爭點,包括交付期程、規模和執行方式。國民黨版本希望在2028年前完成,並設有未達成就可能懲戒的機制,這可能會壓縮期程、提高執行風險;民眾黨版本則將預算改為逐年編列、逐年審查,也可能讓行政流程更繁複,影響整體推動的速度與彈性。
目前國防部仍持續與各黨團溝通,我們的目標就是在滿足國防需求的前提下,選擇一個最可行、也最穩定的做法。
這項特別條例對國防安全非常關鍵,每晚一天通過,國防風險就多存在一天。

Today, in cross-party negotiations at the Legislative Yuan, I participated in my capacity as Chair of the Foreign Affairs and National Defense Committee.
The legislature agreed to authorize the Executive Yuan to sign four U.S. defense procurement LOAs in advance, covering TOW missiles, follow-on Javelins, M109A7 howitzers, and HIMARS, ensuring Taiwan’s defense planning is not delayed by procedural timelines.
National security requires continuity, and it is encouraging to see growing cross-party consensus on strengthening Taiwan’s defense.

Today, I am grateful for the support and trust of my colleagues in selecting me to serve as chair of the Legislative Yuan’s Foreign Affairs and National Defense Committee.
I take on this role with both deep honor and a profound sense of responsibility. At a time of rapidly evolving global dynamics, mounting regional security challenges, and critical decisions facing Taiwan’s diplomacy and national defense, I will approach this position with prudence, resolve, and a clear commitment to the responsibilities entrusted to us.
During this legislative session, I will move quickly to advance the Executive Yuan’s Special Act on Strengthening Defense Resilience and Asymmetric Capabilities Procurement, as well as the review of the FY2026 central government budget for agencies related to foreign affairs and national defense.
I also look forward to working with colleagues across party lines to ensure our deliberations are focused, effective, and forward-looking—so that Taiwan’s defenses remain strong, our diplomacy steady, and our nation’s security firmly safeguarded.

🇹🇼🇺🇸 Today, I had the honor of welcoming Adm. John C. Aquilino, former Commander of the U.S. Indo-Pacific Command, for an exchange of views on the Indo-Pacific security situation, Taiwan-U.S. defense cooperation, and the future of unmanned warfare and sensing capabilities.
During our meeting, we discussed the core logic of modern warfare: making it difficult for the enemy to clearly see our deployments, ensuring that we maintain continuous awareness of the battlespace, and shortening the chain from decision-making to strike as much as possible. This is why an integrated and synchronized common operating picture, AI-assisted decision-making, and more efficient kill-chain development are all critical directions for strengthening Taiwan’s future defense capabilities.
I also noted that in advancing Taiwan’s defense capabilities, weapons procurement alone is not enough. Domestic manufacturing capacity, local maintenance and sustainment capabilities, and diversified channels such as commercial procurement, military procurement, and commissioned production are equally important. Only by strengthening all of these areas in parallel can overall combat capability be built more quickly and comprehensively.
In addition, I introduced the development of the Minxiong Aerospace Park in Chiayi and welcomed U.S. startups to participate and establish a presence through joint ventures, cooperation, and contract production, so that together we can strengthen Taiwan’s defense resilience and industrial capacity.
Lastly, I emphasized that the Executive Yuan’s NT$1.25 trillion special budget proposal is closely aligned with Taiwan’s actual needs and is directly tied to the development of Taiwan’s overall future defense capabilities. I hope it can be reviewed and passed as soon as possible so that the relevant infrastructure and capacity can be put in place early in response to the rapidly changing regional security environment.

I was recently interviewed by Reuters about rising tensions in the Middle East. I expressed concern that further escalation could dilute U.S. military assets in Asia, weakening deterrence in the Indo-Pacific.
Our position is clear. We hope the situation remains restrained and that strategic focus on Indo-Pacific threats remains steady and undistracted. Taiwan must also strengthen its own preparedness, including expanding ammunition stockpiles.
Peace in the Taiwan Strait is not only Taiwan’s concern. It affects the entire Indo-Pacific and the world.
