Big news! WS Journal's reporting the American Petroleum Institute — @APIenergy — has drafted a proposal urging Congress to adopt a #CarbonTax with rebates to Americans. CCL released a statement that we're encouraged by API's endorsement of this major climate policy. 🧵 follows
