If it's entirely on his property, I'd say nothing can be done.
If you live with an HOA, it's likely he had to get permission from them to install this fence. If he did and they approved and it's entirely on his property?
If he checked with the city/town re ordinances related to fence height and this fits within those ordinances and it's entirely on his property?

I seriously need some help here. My neighbor just put up this massive metal fence right along our property line and I’m honestly pretty upset about it. It completely changed the whole feel of my driveway and now it looks like I’m pulling into some kind of industrial corridor. I had no idea this was even happening until the thing was already built. It feels like my space just got boxed in overnight. What on earth can I do in a situation like this???

Did Tulsi say that, exactly, Concerned Observer? I only heard her say that it was not her "responsibility" to determine what was or was not an imminent threat. She was exactly wrong.
It is, as Senator Ossoff, said to Tulsi, "...precisely" her "responsibility to determine what constitutes a threat to the United States."
What is not her responsibility is what to do with that information once she shares it with the President. She gives her best intel. She offers her best assessment of it. She advises; in this case, imminent threat or not.
As principal advisor President on all things national security, that is precisely her responsibility.
