China did not use its veto because the issue does not affect its national interest directly, like say a resolution on Taiwan would, which China would've prevented even from being tabled, let alone vetoed it. China is fundamentally not an interventionist country, and does not wish to set the slightest precedent or expectation in that direction. Hope this helps.
