Which stock market? Nice cherry picking that window of 45 days. S&P is still up 11.87% in the past year since the President has been in office. How about a law that puts politicians in jail for not spending our money correctly. For not having spending deficits. For fraud and theft. For insider trading. Without the fraud and mismanagement of our tax dollars the Federal debt would probably be non-existent, and our taxes would be about 3-5% per person. We don't need a new tax on the wealthy. We need fiscal responsibility from Congress.
