That's been made very clear with the transitions implemented after their losses in leadership. I've also listened to several Iranian expatriates who have described that structure. Without the IRGC though, they couldn't stay in power. They should have continued to hit those assets. It is also obvious the drones and missiles have not been totally eradicated.
