Shiny pokemon definitely can’t run. I’ve been gathering data on this for a while and the evidence has become statistically overwhelming. If you have one run it’s because of some extenuating circumstance like the Go+ threw at it, or you were speed capped (which can happen for ~1-2 seconds even without moving or barely moving). I just threw about 200 red balls at a shiny mighty ttar before catching it. I have dozens of other shiny encounters tested prior to this, including a few shiny Audino (dozens of red balls before catch) and a shiny Abra which, despite a 99% flee rate, didn’t flee.

@Shmiltank @EmrldPika @oskar9point0 It happened at least 2 times during Sprigatito Comm day and we were sitting in the Mall’s table, no goplus used, no event timeout. That was totally a perfect circumstance. You just want to believe it couldn’t fled but it could. You can believe so if that makes you feel good.
