Over the weekend, a frontier model available to millions was switched off. This decision was made without input from any UK business, government, or developer. The recent news about access restrictions on Anthropic’s Fable and Mythos models is a strategic wake-up call for every enterprise and government organisation. If the intelligence your company or your country runs on is controlled elsewhere, you are borrowing it. When that access is throttled, gated, or revoked overnight, it becomes a strategic vulnerability. As our Co-Founder @yangli_ said earlier last week, “AI capability is now strategic national infrastructure.” We are building Lumen Sovereign so Britain has a frontier AI model it actually owns: trained here, run here, and designed to operate beyond the reach of external control.

This weekend should put an end to the fantasy that frontier AI will remain some neutral global utility, available to everyone on equal terms forever.. The countries that control frontier AI will use that control. The companies that own frontier AI will act in their own interests. And the nations that depend on them will eventually learn what dependence costs. Britain has been far too polite about this. We keep pretending that access is the same thing as capability. It is not. Access is something you are granted. Capability is something you own. Nobody is going to hand Britain strategic advantage out of goodwill. Not allies. Not suppliers. Not hyperscalers. Not model labs. Everyone is playing for their own national and commercial interest. A serious country does not outsource its defence base, its intelligence capability, its energy security or its critical infrastructure. AI now belongs on that list. The UK needs to stop acting like being a customer is good enough. Customers wait for permission. Owners set the rules.

This is exactly why we @CosineAI are using the compute provided to us by @UKSovereignAI to build a large frontier model trained in Britain. This export control is the first instance of it’s kind but, I think it’s going to become increasingly common as the models improve.

We are excited to announce that Cosine has assembled a landmark coalition – including BAE Systems, HSBC, BT, NatWest, and PwC – to co-design Lumen Sovereign, Britain’s first fully sovereign AI capability, backed by the UK government's @UKSovereignAI initiative. Read more below.

The UK is getting its own Sovereign Frontier AI Model! It is being trained on Isambard-AI and will run with no dependence on foreign infrastructure. The model, Lumen Sovereign, is being built by @CosineAI, one of the companies selected by the UK Government for its £500m Sovereign AI programme. The startup is working with leading big companies (such as Babcock, BT, Lloyds LSEG, NatWest Group, PwC) to help design it. Cosine was founded by @AlistairPullen and @yangli_ and its models have outperformed OpenAI, Anthropic, Mistral, and DeepSeek on independent coding benchmarks for two consecutive years.
