Ireland is certainly a messed up little country, In one part of the country a families home is being demolished after 20 years, in another part of the country a refugee estate was blatantly put up without planning permission and no one stopped it ! In 2018, limited planning permission existed to replace a fire-damaged building with a slightly larger one. After that, especially post-2022 (around the time of increased demand from the Ukraine war), many more structures were added without permission. By January 2024, there were reportedly 22 unauthorized structures, including 14 two-storey houses, a communal canteen, a chapel-like building, a gate lodge, a pedestrian bridge, and a large retaining wall essentially turning parts of the estate into what locals described as resembling "a town." Wicklow County Council issued warning letters (first in June 2022, second in January 2024) and opened an enforcement file. They were considering court action to potentially force demolition. By May 2024, the council escalated by issuing an enforcement notice ordering the demolition of up to 65 houses and cessation of works. Further reports (into 2025) noted ongoing disputes, refused retention permissions, environmental issues (e.g., excessive sewage output), and potential High Court involvement, with debates over whether the accommodation use should qualify for planning exemptions. Wicklow County Council could have optained a inunction at any time to stop the works, the directors of the company could have been sent to jail aka Enoch Burke style but this was not done the big question is Why Not. The Story. Wicklow County Council initiated High Court proceedings (reported as early as October 2024, with ongoing mentions into 2025/2026) to enforce compliance, as the structures have not been removed despite the orders and deadlines (originally 16 weeks from May 2024). As recently as February 2026 reports, the site continues to operate under IPAS contract (receiving significant state payments, e.g., millions in recent quarters), with legal proceedings delayed but still active. The Department of Justice/IPAS has stated the facility remains in use until legal matters conclude. The ­owner ­of ­an ­estate ­used ­to ­provide­ asylum­ seekers­ with­ accommodation­ built­ a­ whole­ new­ development­ on­ the­ site ­without ­proper ­planning­ permission,­ writes Valarie Hanley.­ The­ revelation­ has­ sparked­ renewed­ political­ concerns­ that­ private­ ­accommodation­ providers­ earning millions­ of­ euro­ from­ lucrative­ State­ contracts­ are ­flouting ­planning­ law. Kippure Manor Estate in Blessington, Co. Wicklow, is facing enforcement ­proceedings over buildings being used to house hundreds of refugees. The­ owner­ of­ the­ estate­ is­ a­ Dublin based­ company­ called­ Tondo­ Limited,­ whose­ directors­ are­ listed­ as­ Eoghan­ Coughlan,­ 39,­ and­ 63-year-old­ Joe­ ­Christle.­ Both­ men­ are­ also­ involved­ in­ an­ investment­ firm­ called­ Quanta­ ­Capital,­which ­has ­€1bn­ in ­assets. The ­company ­refused­ to ­confirm­ when­ the­ work ­began ­on ­the ­site. ­However,­in­ June ­2022 ­-­ four ­months after ­the ­invasion ­of ­Ukraine ­- ­Wicklow ­County ­Council­ issued­ the ­first ­of ­two ­warning ­letters­ to ­the ­estate ­owners. ­ In ­2018­ the ­county­ council­ granted­ planning­ permission­ to ­remove a­ 343.5­ square-metre ­building­ that had­ been­ damaged­ by­ a­ fire­ and ­replace ­it ­will ­a ­larger, ­528.9­ square-metre­ structure.­ But the property subsequently changed ownership, and by June 2022 four additional structures had been built without planning permission, according to the council. These­ included­ a­ chapel-like­ building,­ a­ gate ­lodge­ and­ a­ stone-clad­ pedestrian­ bridge. But instead of halting work on the site, construction continued and almost two years later the site has been transformed. By the time the council sent a second warning letter in January, no fewer than 22 unauthorised structures had been built. These­ include­ 14­ two-storey­ split-level­ houses,­ a ­large­ concrete­ retaining­ wall,­ and­ a­ wood-clad­ communal­ canteen. The council last weekend confirmed it has opened an ‘enforcement file’, meaning it can take the owners to court and insist the buildings are dismantled if they continue to flout planning laws. The controversial development has fuelled anger locally and was the subject of a heated protest meeting at a local community ­centre on Tuesday. Local Independent councillor Gerry O’Neill said: "I find it ­absolutely outrageous that a ­company could build houses without planning permission. "There were 14 houses built when the council sent the warning letter in January but as far as I know many more have been built since." "It's­ like­ a­ town.­ As­ a­ councillor­ in­ the­ area,­ I­ spend­ a­ lot­ of­ time­ with ­people­ trying ­to ­build ­one-off­ housing­ on­ their­ own­ land.­ "Ten­ State­ agencies­ such­ as­ An­ Taisce,­ Dublin­ City­ Council­ and­ ­environment­ groups­ have­ to­ be­ informed­ about­ every­ one-off­ housing­ planning­ application. "These­ are­ not­ modular­ houses­ [which­ are ­exempt ­from­ planning­ because­ they­ do­ not­ have­ a­ concrete­foundation]­ with ­no ­foundations. ­ "These­ are­ houses­ built­ on­ a­ foundation.­ I­ think­ these­ people­ are­ exploiting­ a­ situation ­and­ hoping ­they­will ­get­ away­ with­ it." While Kippure Manor is owned by Tondo Limited, the property has been leased to another company called Seefin Events Unlimited, which lists the estate as its address. The directors of Seefin Events Unlimited are Carol Dwyer, 56, and Sinéad Fennelly. Seefin Events was paid €10,444,565 by the Department of Integration to provide accommodation for asylum seekers last year – in the top 30 accommodation providers in 2023. Ms Fennelly, 38, is listed as the ­company’s sole shareholder. ­ However, she and Ms Dwyer are directors of several other ­companies that received more than a combined €33m from State accommodation contracts last year. These firms include Edgewell Unlimited Company, which was incorporated in Ireland 14 months ago but is entirely owned by Bergvon LP Inc, which is registered in the Isle of Man, a tax haven. It is listed as the sole shareholder for three of Ms Fennelly and Ms Dwyer’s companies that were paid €22,721,850 by the Integration department last year. These include Gateway Integration Unlimited Company (€16,830,000), Airways Centre Unlimited Company (€5,474,000) and Arturo Ventures Unlimited Company (€417,850), which received its first payment last November. Gateway was among the top 15 accommodation ­providers in 2023. Last month two of the companies – Kippure Manor-based Seefin Events and Edgewell – received a loan from a financial company controlled by former Anglo Irish Bank executive Tiarnan O’Mahoney, who successfully overturned his conviction for ­conspiring to destroy or falsify bank records. In February, it was revealed how almost half the companies earning the most from lucrative State contracts to provide accommodation for refugees and asylum seekers are fully or majority-owned by entities based abroad. This sparked a furious response from the Dáil spending watchdog, which is investigating the huge State payments to private accommodation providers. The Integration department paid €2.3bn to companies providing accommodation for International Protection applicants and Ukrainian refugees last year. Of the top 26 earners last year – which were paid a combined €545,457,323.80 – 11 are ultimately owned or majority-owned by companies registered outside Ireland. These 11 companies were collectively paid €244,116,442.36. Seven of the top-earning 26 ­providers are firms with unlimited status, which means they can ­conceal the profits they are earning and avoid public scrutiny. Some are linked to complex corporate structures, which can be ultimately traced back to tax havens where companies are able to keep their owners and their financial accounts private. A leading PR firm representing Seefin Events Unlimited this weekend insisted it, and not Tondo ­Limited, is the company to which Wicklow County Council issued the planning warning letters. But documents on the local authority’s website show warning letters have been sent to Mr Coughlan and Mr Christle. The warning letter issued in January was addressed to Tondo Limited. In response to queries, a council spokeswoman confirmed: "Wicklow County Council has an open enforcement file in relation to alleged unauthorised developments on these lands. The council is currently considering all matters to determine the next course of action." A statement issued by Murray Consultants on behalf of Seefin Events said: "Some of these matters precede Seefin Events’ involvement and relate to a period of time that involved a different ownership to the current one. "Seefin Events has engaged planning experts to address these matters and is confident they can be resolved to the satisfaction of the council. The council has also raised planning queries in relation to more recent developments, which have been required to modernise facilities on the property. "Seefin Events is in the process of responding to these queries and is confident that it can clarify the matters raised. Since becoming the leaseholder of Kippure Lodge and Holiday Village, Seefin Events has invested significantly in ­renovating facilities on the site to the highest standards. It is envisaged that in time the site will operate as a tourist attraction.’ "At present, the facilities are being used to house International Protection applicants at a time where there is increasing pressure on the country to provide ­emergency accommodation, given the high numbers of people seeking refuge, including those who had to leave Ukraine." The Public Accounts Committee chair this weekend called on the Department of Integration to check if buildings used to house refugees and asylum seekers comply with planning regulations.
