"Everything is political" refers to the idea that that power dynamics, policy decisions, and societal values and beliefs shape our societies, groups, choices and — frankly, all aspects of our lives. "all art is political" refers to the idea that art, by existing within a specific social, ideological, cultural, and economic contexts — reflects or challenges those contexts. I haven't seen the film yet, but I've read the book, and I found it be intensely political. It portrays centralized political authority as a necessity, is strongly pro-science research and education, and the protagonist chooses to forfeit his life to save the lives of foreigners.
