Rwanda has consistently maintained that the long-term deployment of our security forces in joint counterterrorism operations in Mozambique requires a sustainable financing framework. Having so far shouldered the bulk of the financial burden of these operations, a transition to more equitable funding is a strategic necessity. This common-sense position is a matter of public record and is unrelated to news reports from anonymous sources to @LeMonde’s @Phjacque in Brussels, where opposition to Rwanda's security cooperation with Mozambique has never been quiet, or from @WSJ’s @NicholasBariyo’s baseless speculations and unethical reporting. Bariyo – it is also a matter of public record that a Rwandan delegation was in Washington DC in March for scheduled meetings at the State Department in the context of the ongoing Washington Peace Agreement, a statement was issued after these meetings. No comments of the sort you mention, in one of several hallucinations you report, were uttered by our ambassador to the U.S. Rwanda has not and will not seek additional funds from the European Peace Facility, that is a matter for Mozambique. Rwanda's deployment requires sustainable financing, and it is up to the host government and its partners with major investments in Cabo Delgado to provide for that, as it has always been. Otherwise, Rwanda is satisfied to have been able to contribute together with our Mozambican allies in defeating the terrorists, securing the residents of Cabo Delgado and allowing for investments to roll out. Both the @WSJ and @LeMonde also get the numbers wrong. Current personnel numbers stand at over 6,300—significantly higher than the initial 2,000 deployed in 2021. This increase was a direct response to the expanded scope of operations and the necessity of filling the security vacuum left by the withdrawal of the SADC Mission in Mozambique (SAMIM) in 2024. The bottom line is: ISIS attacks mainly victimized Mozambican civilians, and they have been the biggest beneficiaries of the joint security mission, having returned to their homes and resumed their lives. The gas investments benefit European and global energy security/interests, not Rwanda's – Rwandan forces are present in Cabo Delgado in response to the request of the Government of Mozambique for support.

As we approach the end of the year, I want to share one of the most unforgettable experiences from this past year in the beautiful country of Rwanda. I was invited by the Government of Rwanda, as an Arsenal ambassador, to witness the country’s remarkable work in environmental preservation especially the protection of its ecosystems and the reintroduction of gorilla families. From the very beginning, the dedication of local communities stood out, turning tourism into a sustainable, locally driven economy. Rwanda’s leadership in addressing climate change left a strong impression on me. Monthly community waste-collection days practised not only in Kigali but also across rural areas, show how collective action can create meaningful change. It’s an approach many countries could learn from. 🌱 I had the honour of meeting President @PaulKagame to discuss Rwanda’s long-term sustainability strategy, and I was also invited to take part in the incredible yearly naming ceremony of a newborn baby gorilla, a cultural moment that reflects the country’s conservation achievements. The encounter that will stay with me the longest was spending a day with Rambo’s gorilla family, just a meter and a half from a silverback. It was a calm, powerful reminder of our place in nature and our responsibility to protect it. 🦍 What moved me most was Rwanda’s spirit. A nation that has faced immense hardship now stands as a testament to resilience and unity. The warmth and openness of its people left me with a quiet but lasting sense of hope and a belief that renewal is not only possible, but already happening. I want to thank the President of Rwanda, @Arsenal Football Club and Oorwanda for making this journey possible, and above all, the people of Rwanda who made me feel at home. Rwanda will forever hold a place in my heart. ❤️ 🤍

“It’s a red line, Mr. President, for my Country to be allegedly accused of genocide when we know that this is a criteria that international law guides. There’s no mechanism that has called for that, and I will not allow for that to be mentioned here in the UN premises and accept that this happens under your watch, Mr. President. I want you to please address this. It’s not an allegation that we will accept.” — Amb. @urujeniB addressing the President of @UN_HRC after allegations made by the DRC Minister of Human Rights during the 60th Session of the Human Rights Council. @UNHumanRights #HRC60
