He reportedly opened fire at the police during the operation. Negotiators had attempted to establish contact with him beforehand. The number of casualties is still being clarified, with both dead and wounded reported.

Targets included the Novokuibyshevsk and Syzran oil refineries in the Samara Oblast, the RPK Vysotsk Lukoil-2 terminal in the Leningrad Oblast, and the Tikhoretsk pumping station in Krasnodar Krai.
