What happens in the pharmaceutical industry is that once a drug has been found to be dangerous, it is diverted to another use, supported by sponsored research studies. The industry cannot discontinue a drug just like that. It has to identify somewhere the drug will sit without raising eyebrows. It is like toxic industrial wastes (Fluoride and Folic Acid) which have found themselves in the mainstream medical system as "Preventive Substances."

The Assembly reviews and approves the County Fiscal Strategy Paper, budget estimates, and appropriation bills. No public money can be spent without Assembly approval. 5) Approval of Appointments - vet and approve key county appointments. This includes County Executive Committee Members and other senior officials nominated by the Governor. 6) Policy Influence - shape county policy direction. Through motions, committee work, and legislative proposals, MCAs influence how county functions are implemented. 7) Impeachment and Removal Processes - They can initiate removal proceedings. The Assembly can IMPEACH the Governor or REMOVE County Executive Committee Members under constitutional and statutory procedures. In operational terms, the effectiveness of an MCA depends on three things: a) Grasp of legislative procedure and committee systems b) The ability to interpret budgets and audit reports c) The engagement with citizens to ground decisions to real needs
