Who Truly Stands for Women’s Power? ​The history of the Women’s Reservation Bill is a story of political will vs. political games. While some talk about "empowerment," the records show who actually took the leap and who stood in the way. ​The Timeline of "No" (1996–2010) ​For decades, the bill was treated like a political football. Every time it reached the floor, it was met with tearing of papers, chaos, or "lack of consensus." ​1996 (Deve Gowda Govt): Lapsed due to Lok Sabha dissolution. ​1998 & 1999 (Vajpayee Govt): High drama in Parliament. MPs literally tore the bill; the opposition refused to let it pass. ​2002–2003 (Vajpayee Govt): Blocked again by regional parties and a lack of support from the then-opposition. ​2008–2010 (Manmohan Singh Govt): Passed in Rajya Sabha but lapsed in Lok Sabha because the UPA couldn't gather the internal consensus or the "will" to push it through the Lower House. ​The Turning Point: 2023 ​In September 2023, under the Modi Government, history was finally made. The Nari Shakti Vandan Adhiniyam was passed with an overwhelming majority, putting a definitive end to 27 years of stalling. It was the first bill passed in the New Parliament building a clear signal of intent. ​The 2026 Reality Check 📉 ​Fast forward to April 17, 2026. The government moved to expedite the reservation through the 131st Amendment Bill, linking it to updated data to ensure fair representation. ​The Result? Despite the Bill officially coming into force on April 16, the attempt to implement it faster was defeated in the Lok Sabha. ​298 Votes For | 230 Votes Against ​Because it was a Constitutional Amendment, it required a 2/3rd majority. ​The united opposition blocked the very path that would have brought women into Parliament sooner rather than later. ​THE BIG TAKEAWAY: ​6 Times: The Bill was stalled or lapsed under various coalitions. ​1 Time: It was passed (2023) by a government with a clear mandate. ​2026: Even after it became law, the path to implementation is being blocked by those who claim to support it. ​Is it about "Quota within Quota" or just a "Quota of Excuses"? ​It’s time to look at the voting records, not just the slogans.
