Yesterday at the @DellTech Federal Symposium in DC, I moderated a panel with Dell CTO and Chief AI Officer John Roese @theICToptimist . Several points are worth putting on the record. John publishes annual tech predictions, and his track record is unusually good. He called "agentic" as the word of 2025 back in December 2024, well before it became ubiquitous. For 2026, he is calling "governance." Based on what I am seeing across enterprises and government, that one looks right too. Sovereign AI is going to be a much bigger market than most people currently size it. The use cases stack well beyond model training and government services -- robot world brains, certified agent infrastructure for licensed professions, interworking zones for cross-border collaboration, and AI disaster recovery. I saw this firsthand in the UAE three weeks ago during my visit with @core42_ai, hosted by CEO @TalalAlKaissi. The infrastructure build is real and accelerating. The adjacencies are just getting started. On infrastructure: most organizations are running an AI strategy on a foundation designed before generative AI existed. That is not a configuration problem -- it is an architectural one. Heterogeneous compute, rack power north of 100kW, distributed topology, a knowledge layer sitting between applications and data. None of that was in scope three years ago. It is the whole game now. On the workforce question: the intent-action-validation framework is the right way to think about this. Humans own intent and validation. AI owns action. That is structural, not transitional. Reskilling and job redesign need to be built around that reality, not around the assumption that existing roles just get AI bolted on. They’re framing how Dell and the U.S. Department of Energy aim to use AI, high‑performance computing, and quantum to modernize federal missions and scientific research. Lots of talk (unsurprisingly) about moving from GenAI hype to real mission advantage by bringing AI to the edge, building an “AI for science” platform, and scaling compute access across national labs and government.
