We are pleased to welcome Emma Pecenicic, Head of Digital Assets Distribution at Fidelity International, to #Cosmoverse26 Emma has spent nearly a decade at the intersection of asset management and digital infrastructure in Asia, leading the work that brings tokenised financial products from concept into live distribution. At Fidelity International, she leads digital assets distribution globally, having earlier built out the firm's digital product solutions and wealth strategy across APAC. Fidelity International's tokenised funds are already live with distributors across the region, a direct outcome of the distribution-led approach she has championed since joining the firm in 2021. She currently serves as a Board Member of the FinTech Association of Hong Kong, having previously co-chaired its Blockchain committee, and is a founding member of W3W, supporting women in Web3. Her presence at Cosmoverse brings a senior perspective on what institutional-grade digital assets distribution looks like in practice, from fund tokenisation and regulated market access to the infrastructure conditions that make it operationally viable at scale.

Beyond his work at EVIDENT, Florian co-founded the Hong Kong FinTech Association, taught the FinTech MBA course at the University of Hong Kong, and served on the FinTech Advisory Board of Hong Kong's Securities and Futures Commission. His presence at Cosmoverse brings a practitioner's perspective on what licensed, production-grade digital market infrastructure for private assets looks like in practice, and what it takes to build it in a regulated environment.

For any institution with digital asset custody operations in Hong Kong, the regulatory ground shifted. Three decisions that were once primarily technical are now regulatory ones. ‣ The first is build versus outsource Building proprietary custody infrastructure now means building toward a licensed function. That is a different investment proposition from building toward a technical capability. Outsourcing to a third-party custodian means outsourcing to a licensed entity with defined regulatory obligations, creating a structured counterparty relationship that did not previously exist. ‣ The second is the compliance interface of the custodian relationship itself Where both the institution and its chosen custodian are licensed entities, the distribution of regulatory responsibility becomes a substantive question. Who is accountable for which element of the obligation? The SFC is consulting in parallel on licensing frameworks for VA advisory and management services, meaning the institutional infrastructure around custody is also being brought progressively within the regulatory perimeter. ‣ The third is architectural Hong Kong's 98% cold storage threshold creates operational demands for institutions running active digital asset portfolios, managing intraday liquidity, and executing settlement. Multi-Party Computation technology has emerged as the mechanism through which institutional custodians maintain key governance standards on assets that cannot be fully committed to cold storage. How the incoming framework addresses MPC wallets is a question the regulatory text will need to resolve. Institutions that have not mapped their digital asset operating models against the emerging licensing architecture have material planning work ahead.
