'FAILURE TO PARTICIPATE IS ITSELF A BETRAYAL OF PUBLIC TRUST'
ML partylist Rep. Leila De Lima pointed out the absence of Vice President Sara Duterte at the House justice committee hearing, calling it disrespectful to the formal proceedings.
De Lima emphasized that rather than issuing statements to the media, Duterte should have formally notified the committee of her absence.
"At the very least, she should have manifested formally that she will not be appearing before this committee rather than just issuing statements before the media," she said.
De Lima further recalled a statement made earlier by the committee chair, quoting former Supreme Court Justice Noel Tijam: “Failure to appear, failure to participate in impeachment proceedings is itself a betrayal of public trust because this is a formal constitutional process that everyone is expected to respect, especially the parties like the respondent."
Meanwhile, Duterte released a statement explaining her absence. She suggested that the invitation to attend the hearing was being used to create a media narrative of a "mini-trial" based on her non-attendance.
“Ang imbitasyon na dumalo sa pagdinig ng Committee on Justice ay tila ginagamit upang makabuo ng isang media narrative na magkakaroon ng 'mini-trial,' batay sa umano’y hindi ko pagsagot at pagdalo," Duterte said.

FIRST ON B: The two daughters of the late DPWH Undersecretary Maria Catalina Cabral figured prominently in a ₱520 million family-linked money network that allegedly used bank accounts and insurance policies to move, park, and conceal unexplained funds, a pattern the Anti-Money Laundering Council (AMLC) said showed signs of layering and possible laundering.
The transactions are being examined alongside allegations that Cabral served as a gatekeeper for kickbacks from DPWH flood control and other infrastructure projects, including funds allegedly meant for her former bosses, Senator Mark Villar, who served as DPWH secretary from 2016 to 2022, and former DPWH Secretary Manuel Bonoan.
Based on documents obtained by Bilyonaryo, AMLC traced ₱317.97 million in insurance-related placements made by Cabral to her daughters as beneficiaries—₱210.608 million to Cheyenne Stefanie E. Cabral in 2015, 2018, and 2023, and ₱106.759 million to Coleen Gabrielle E. Cabral in 2024 and 2025.
