Apart from Germany, the only regime willing to extend recognition to the newly independent Albania was Ante Pavelic’s Ustaša regime in Croatia. Though in 1944, the Bulgarians had formed a general consulate and had sent a military attaché to Tirana.

In the spring of 1913, a young Karl Dönitz served as a midshipman aboard the German light cruiser SMS Breslau during an international naval blockade off the Albanian coast. Deployed by the European Great Powers during the Balkan Wars, his ship was tasked with pressuring Montenegrin forces to lift their siege of the strategic city of Scutari (Shkodër). Following the Montenegrin withdrawal, Dönitz witnessed the independence struggles of the newly formed Albanian state firsthand when his vessel helped land a multinational peacekeeping force. He was officially commissioned as a Leutnant zur See (acting sub-lieutenant) while stationed in the region that September, remaining in the Mediterranean until the outbreak of World War I.
