SA had Natives Land Act from 1913 to 1991, over 80% of population owned no land besides apartheid 4 rooms and homesteads in rural areas.
By 1996 , they repealed Usury Act opening the door for Natives to be charged exorbitant interest for credit and they called it "middle class"
