These coaching teachers have their own Telegram channels where they share notes and study material with students. Banning the app right before exams would have created even more chaos than the paper leak itself. I'm telling you, the bureaucrats sitting in the government are either completely clueless about who actually leaked the paper, or they're simply trying to shift the blame onto Telegram.
