No. The officer’s actions were correct with the info he had . A 911 call and many who flagged him down said the kid was was the attacker hence the handcuffs. There was very little blood - (the bleeding was internal )and no different than what could happen in a regular fight. They called the ambulance. There was nothing they could do at the scene — the bleeding was internal
